Russian Diplomat: We Will Block Any Attempt to Reinstall Former Sanctions Mechanisms Against Iran

Tehran - BORNA - Dmitry Polyanskiy, Russia's new representative to the Organization for Security and Co-operation in Europe (OSCE), stated on Wednesday that the European Troika (the UK, Germany, and France) did not have the right to use the mechanism established in the agreement to suddenly restore sanctions (the snapback mechanism) against Iran’s nuclear program. This is because they failed to adhere to UN Security Council Resolution 2231—the legal document of the 2015 nuclear deal which expired on October 18. Polyanskiy emphasized that Russia will block any attempt to revive former sanctions mechanisms against Iran in the Security Council.

In an interview with TAI news agency, Polyanskiy stated: "In our view, this so-called rapid return mechanism (sanctions) does not exist, except in the parallel reality that the European Troika is trying to create. We act based on international law, according to which Britain, France, and Germany have lost the right to use this mechanism due to their failure to implement UN Security Council Resolution 2231."

Polyanskiy, who previously served as Russia’s Deputy Permanent Representative to the UN, added: "Accordingly, for us and our like-minded partners, this resolution expired on October 18, 2025. Therefore, we will certainly oppose any attempt to revive previous sanctions mechanisms against Iran in the Security Council that were lifted in 2015 under Resolution 2231."

The diplomat also noted that Russia needs "no new initiatives" to implement this policy.

On September 26, the UN Security Council rejected a draft resolution proposed by Russia and China that would have extended Resolution 2231 for six months. Following this, on September 29, the European Council decided to follow the European Troika and reimpose some restrictions against Iran. These measures include entry bans into the EU for certain individuals, asset freezes for listed individuals and entities, trade restrictions, the freezing of assets of the Central Bank of Iran and several large commercial banks, and a ban on Iran's cargo flights from European airports.

Tehran has stated that the European countries lack the legal and moral standing to activate this mechanism against Iran.
