Tehran - BORNA - The text of the joint letter—submitted to both the UN Security Council and the General Assembly—reads as follows:
“We wish to refer to the joint letter of the Foreign Ministers of the People’s Republic of China, the Islamic Republic of Iran, and the Russian Federation, dated 28 August 2025, which was circulated to the Security Council and the General Assembly. That correspondence outlined our shared position regarding the recent actions of the United Kingdom, France, and Germany, who claim to have acted under Security Council Resolution 2231 (2015).
We reaffirm that the attempt by the three European countries to activate the so-called ‘snapback mechanism’ is procedurally flawed and legally invalid. These states, having failed to fulfill their obligations under the JCPOA and Resolution 2231—and having disregarded the Dispute Resolution Mechanism established therein—lack any legal standing to invoke its provisions.
In this context, we emphasize that under operative paragraph 8 of Resolution 2231, all provisions of the resolution expired on 18 October 2025. The full and timely conclusion of Resolution 2231 marks the definitive closure of the Iranian nuclear issue at the Security Council, thereby reinforcing the authority of the Council and the credibility of multilateral diplomacy.
We stress the importance of pursuing a political solution through dialogue and engagement based on mutual respect, addressing the concerns of all parties, and refraining from unilateral sanctions, threats, or any action that could escalate tensions. All countries should work to create a conducive environment for continued diplomatic efforts.
We would appreciate it if this communication could be issued as an official document of the Security Council.”
The joint statement reflects the unified stance of Tehran, Moscow, and Beijing against Western efforts to reimpose sanctions on Iran and underscores their commitment to defending multilateral diplomacy within the UN framework.
