According to the German daily Die Welt, Western nations have long transitioned from a purely defensive posture to a proactive offensive strategy in cyberspace, targeting the critical infrastructure of Russia and Iran.

Tehran - BORNA - The German daily further stated that Western attacks are primarily conducted by secretly infecting computer systems in Russia and Iran.

According to Die Welt, Estonia serves as the primary European hub for data analysis, cyber defense operations, and counter-computer measures. Western governments have for some time focused not only on defense but also on offensive capabilities, executing these attacks by, for instance, covertly sending computer viruses into Russia or Iran.

In its article titled "Invisible War: How Europe Secretly Attacks Russia," Die Welt also noted that the "NATO Cooperative Cyber Defence Centre of Excellence" research facility is located in Tallinn, Estonia, just ten minutes from the Prime Minister's office. The area is enclosed with barbed wire and the buildings are covered with surveillance cameras, making it immediately apparent that military personnel are stationed there.

According to the German newspaper, the center operates with 70 personnel—including members of the German military (Bundeswehr)—who are involved in identifying, detecting, and analyzing cyberattacks, advising NATO member states, and developing as well as implementing countermeasures.
