Iranian Parliament Speaker Mohammad Bagher Ghalibaf said the Iranian nation’s victory was ultimately translated into a legal and political document marking the United States’ defeat, in the form of the Islamabad Memorandum of Understanding.

Tehran - BORNA - Tehran (ISNA) - Ghalibaf made the remarks on Tuesday at the opening of the 180th formal session of the 12th Parliament, which was held virtually.

He began his address by commemorating the martyred Leader, saying Parliament was convening without “the wise, powerful, free and truly divine leader” who had guided the country.

Iranian people stood united against enemy

Ghalibaf said the American-Israeli enemy had attacked Iran with the objective of overthrowing the Islamic Republic, but had miscalculated the resolve of the Iranian people.

“The criminal, terrorist and corrupt American-Zionist enemy, in line with its arrogant nature and because of a miscalculation, attacked our beloved Iran with the aim of overthrowing the sacred system of the Islamic Republic,” he said.

He added that the Iranian people, benefiting from 48 years of guidance by the leaders of the Islamic Revolution and relying on divine support, stood “united, cohesive and courageous” against the aggression.

Ghalibaf praised the Iranian Armed Forces for carrying out carefully designed operations under the leadership of the commander-in-chief.

“Our selfless military forces, through intelligent operational planning and under the guidance and leadership of the commander-in-chief, dealt such a blow to the heavily armed enemy that the entire world acknowledged the victory of our beloved and independent Iran,” he said.

Islamabad MoU became document of US defeat

Ghalibaf said the combination of military resistance and diplomacy, backed by the Iranian people and the leadership of the Islamic Revolution, transformed Iran’s victory into a legal and political document of US defeat.

“Through the synergy of the diplomatic and military fields, with the support of the Iranian people and the guidance of the Leader of the Islamic Revolution, this greatness and major victory of the Iranian nation was turned into a document of America’s defeat in the legal and political arenas under the title of the Islamabad Memorandum of Understanding,” he said.

He added that the agreement brought satisfaction to Iran’s friends around the world and angered its adversaries.

Ghalibaf said the opposing side had accepted the agreement ending the war out of desperation, but soon reneged on its commitments in an effort to compensate for its political defeat.

“As we had predicted, the enemy, which had accepted the agreement ending the war out of desperation, very soon turned its back on its commitments in an attempt to compensate in practice for its heavy political defeat,” he said.

“The time has therefore come for the military field to once again stand alongside the diplomatic field and provide a practical response to the enemy’s breach of commitments.”

He stressed that the Iranian nation would continue pursuing its rights with unity, courage and rationality.

Strait of Hormuz will remain closed until US fulfills commitments

Ghalibaf said Iran would use both “the power of logic” and “the logic of power,” together with coordination between diplomacy and the military, to compel the United States to honor the rights of the Iranian people.

“Let me say this clearly: until the United States implements its commitments under the memorandum, including lifting the blockade, releasing frozen assets, removing oil sanctions, ending threats and military operations on all fronts, and fulfilling the other conditions to which it committed itself, the Strait will not be reopened,” Ghalibaf said.

He added that the ceasefire and easing of the blockade resulting from the agreement had provided Iran with an opportunity to increase its economic resilience and rebuild its defensive capabilities.

“The Islamic Republic of Iran is prepared, in proportion to the enemy’s actions and aggression, to impose an even heavier defeat on it than before,” he said.

Enemy seeking economic pressure and internal division

Ghalibaf said the United States was now pursuing a new strategy aimed at increasing economic pressure and undermining national cohesion inside Iran.

He said he had previously warned the public about this strategy in his second audio message and added that US officials were now openly acknowledging such plans.

“They want to create dissatisfaction and divisions within Iranian society in order to win a contest that they have so far clearly lost in both the military and diplomatic arenas,” he said.

Ghalibaf warned that any individual or institution whose words, actions or decisions create public dissatisfaction or weaken national unity would, knowingly or unknowingly, be “playing on the enemy’s field.”

Officials must reduce economic pressure caused by war

The parliament speaker said the most important responsibility of government officials, particularly executive managers, was to directly address the economic and livelihood problems facing the public while supporting the Armed Forces and minimizing the pressures resulting from the war.

“Any action that causes public dissatisfaction must be prohibited for officials at the national, regional and sectoral levels,” he said.

Ghalibaf said Parliament had remained active throughout the crisis, with lawmakers continuing to work in their constituencies, virtual plenary and oversight sessions being held, and hundreds of in-person meetings taking place in specialized parliamentary commissions.

He reiterated Parliament’s readiness to assist the government in addressing economic challenges.

‘Iran is united, powerful and vigilant’

Ghalibaf concluded by saying Iran would not allow its adversaries to target national unity, public participation, social resilience or the motivation of state officials.

“Iran is united, powerful and vigilant,” he said.

“With reliance on Almighty God, the guidance of the Leader, the will of the nation, and coordination and synergy among the military, diplomatic and service fields, Iran will emerge from this historic test with pride, and divine victory will certainly be realized for this steadfast nation.”
