Details of the agreements made between special representatives of Afghanistan's neighboring countries
Tehran - BORNA - The meeting of special representatives of Afghanistan's neighboring countries, including the Islamic Republic of Iran, Pakistan, China, Tajikistan, Uzbekistan and Turkmenistan, as well as Russia, was held in Tehran on December 14, 2025. The countries present at the meeting, considering the importance of regional action to resolve their issues, reviewed the latest developments in Afghanistan and agreed on the following:
They stressed regional convergence and the centrality of the region to resolve existing issues and challenges, including some issues related to Afghanistan.
They stressed the need to strengthen stability in Afghanistan and expressed their readiness to help achieve it if the Afghan side declares a need.
They stressed the importance of continuing economic and trade relations with Afghanistan in order to improve the livelihoods of its people, and pointed out the need to integrate the country into the political and economic processes of the region.
While expressing security concerns, they expressed their readiness to help Afghanistan fight terrorism, drug and human trafficking.
They stressed the responsibility of the international community to lift sanctions and release Afghan assets.
They opposed any attempt by foreign countries to establish a military presence in Afghanistan.
They stressed the responsibility of the countries responsible for the current situation in Afghanistan to help rebuild and improve its economic and welfare situation without turning it into a political lever.
They called on international organizations to support the return of Afghan citizens from neighboring countries to their country and provide conditions for their dignified return.
They supported all efforts to reduce tensions between Afghanistan and Pakistan and expressed their readiness to help strengthen these efforts. They also called on both countries to return to the negotiating table and resolve their problems through diplomatic channels.
They agreed to hold the fifth meeting of foreign ministers of Afghanistan's neighboring countries in Ashgabat-Turkmenistan as soon as possible.
They welcomed Pakistan's readiness to hold the second round of special representatives of Afghanistan's neighboring countries in Islamabad in March next year.
