Defense Minister Mehrdad Akhlaghi said Sunday that Iran's Defense Ministry will pursue "with determination" the upgrading of combat readiness and a strategy of immediate, effective and proportionate response to any threat, at any point and without geographic limitation, following directives from the Supreme Leader to senior armed forces commanders.

Tehran - BORNA - In a message, Akhlaghi said the directives of Ayatollah Seyyed Mojtaba Hosseini Khamenei have been received "with precision and diligence," and that they chart the strategic direction of the country's defense establishment and deepen its responsibility for safeguarding national security, independence and authority.

'We will not be surprised, stopped, or bound by others' calculations'

"Our message to any party that targets Iran's security and national interests is clear: any aggression will be met with a proportionate, decisive and effective response," Akhlaghi said. "The scope, timing and consequences of Iran's defensive response will not be determined by the threateners."

He said the ministry is accelerating the cycle of design, production and supply of defense equipment and weapons, strengthening industrial and technological infrastructure, and upgrading support capacity for the armed forces.

Technological leap, not incremental progress

Akhlaghi said Iran's approach in technology is not merely to continue existing paths but to pursue "a technological leap, foundational innovations and superior defense capabilities," requiring "scientific boldness, technological courage, moving beyond conventional frameworks and trust in the creative capacity of Iranian scientists and specialists."

"The future of the country's defense authority cannot be built merely by quantitative increases in equipment; rather, we must confront the enemy's equations and calculations with new realities through new ideas, advanced technologies and intelligent solutions," he said.

He cited strengthening military intelligence architecture, developing indigenous defense, supporting knowledge-based companies, upgrading research and industrial capacity, and converting scientific achievements into operational capabilities.

Human capital 'inseparable from the defense mission'

Akhlaghi said safeguarding the armed forces' human capital, strengthening spiritual foundations, attending to the livelihoods of personnel and their families, and elevating the jihadi spirit are among the Supreme Leader's emphases.

"In the Defense Ministry, we do not regard honoring and supporting personnel and their families as a marginal responsibility, but as an inseparable pillar of the country's defense mission, on par with developing weapons, industrial and technological capacity," he said.

Full text of the message:

"We have received with precision and diligence the strategic directives and orders of the Commander-in-Chief, His Eminence Ayatollah Seyyed Mojtaba Hosseini Khamenei (may God prolong his shadow), addressed to the senior commanders of the armed forces. These directives chart the roadmap and strategic orientation of the country's defense establishment in the period ahead and have made our responsibility in safeguarding national security, independence and authority heavier. We affirm that the Ministry of Defense and Armed Forces Logistics considers itself committed and responsible not only in receiving and understanding these guidelines, but in operationalizing them, realizing them in the field and converting them into tangible defense achievements. All organizational, industrial, scientific and technological capacities of the Defense Ministry will be placed at the service of realizing these directives.

We pursue with determination the upgrading of smart combat readiness and the realization of the strategy of immediate, effective and proportionate response to any threat, at any point and without geographic limitation. Accelerating the cycle of design, production and supply of defense equipment and weapons, strengthening industrial and technological infrastructure and upgrading support capacity for the armed forces are at the center of our actions. Our message to any party that targets Iran's security and national interests is clear: any aggression will be met with a proportionate, decisive and effective response. The scope, timing and consequences of Iran's defensive response will not be determined by the threateners. We possess the necessary readiness, will and capability to defend the country's security and national interests.

In the field of technology, too, our approach is not merely to continue existing paths; rather, we pursue movement toward a technological leap, foundational innovations and the achievement of superior defense capabilities. This path requires scientific boldness, technological courage, moving beyond conventional frameworks and trust in the creative capacity of Iranian scientists and specialists. We believe that the future of the country's defense authority cannot be built merely by quantitative increases in equipment; rather, we must confront the enemy's equations and calculations with new realities through new ideas, advanced technologies and intelligent solutions. Therefore, strengthening military intelligence architecture, developing indigenous defense, supporting knowledge-based companies, upgrading research and industrial capacity and converting scientific achievements into operational capabilities will be pursued with speed and seriousness. The valuable experience of indigenization in the defense industries has shown that the faithful youth, scientists and specialists of this land possess the capacity and ability needed to move past limitations and create advanced technologies.

Safeguarding the valuable human capital of the armed forces, strengthening spiritual foundations, attending to the livelihoods of personnel and their honored families, and elevating the jihadi spirit, motivation and capability of human resources are among the other axes emphasized by the Commander-in-Chief. In the Defense Ministry, we do not regard honoring and supporting personnel and their families as a marginal responsibility; rather, we consider it an inseparable pillar of the country's defense mission and on par with developing weapons, industrial and technological capacity. Faithful, specialized and motivated human capital with family support is the greatest backing for the country's defense progress and authority, and we will pursue support, cultural, livelihood and spiritual programs with redoubled effort to elevate the standing and capability of this valuable capital.

The Ministry of Defense and Armed Forces Logistics will advance the implementation of these directives by relying on the unparalleled capacity of Iranian specialists and scientists, the capability of the defense industries, knowledge-based companies and the country's immense human capital, and in full synergy with the General Staff of the Armed Forces and other armed forces. All organizational, industrial, research and technological capacities of the Defense Ministry will be placed at the service of upgrading readiness, strengthening deterrence and effectively responding to the needs of the armed forces.

Relying on indigenous knowledge, industrial capability, human capital and national will, we will powerfully continue the path of elevating the country's defense authority. Our message is clear: Iran will not be caught off guard by threats; it will not be stopped by pressure, and it will not be bound by others' calculations and will on the path of scientific and technological progress. We will convert the directives of the Commander-in-Chief into programs, actions and achievements with all our strength, and we will not pause for a moment in guarding the country's security, independence and territorial integrity."
