Ulyanov: US and Israel to blame for situation surrounding Iran's nuclear program
Tehran - BORNA - Mikhail Ulyanov, Russia's Permanent Representative to International Organizations in Vienna, wrote in a post on the social media platform X on Saturday: "In about three weeks, the IAEA Board of Governors (BOG) will consider the nuclear file of Iran. For the first time in 10 years, this will not be done in light of Resolution 2231, which no longer exists."
He continued: "The IAEA Director-General will present only one report at this meeting—on the implementation of the Comprehensive Safeguards Agreement (CSA)."
Ulyanov stressed that this is "one of the results of the aggression of the United States and Israel against Iran."
In a related development, the representatives of Iran, Russia, and China to the IAEA sent a letter to Director-General Rafael Grossi, noting the expiration of UN Security Council Resolution 2231 on October 18. They emphasized that, given this conclusion, the Director-General's reporting mandate regarding verification and monitoring under UNSC Resolution 2231 has ended.
Kazem Gharibabadi, Iran's Deputy Foreign Minister for Legal and International Affairs, wrote on X regarding this letter: "The letter, while calling the action of the three European countries in activating the snapback mechanism illegal, stated that all provisions of Resolution 2231 expired on October 18."
He added: "But there is another key point regarding the end of the IAEA Director-General's reporting on verification and monitoring in light of Resolution 2231 and the implementation of the JCPOA."
According to Gharibabadi, the letter clarified in this regard: "At the IAEA, verification and monitoring in Iran in light of Resolution 2231 and the implementation of the JCPOA was stipulated based on the Board of Governors resolution of December 15, 2015. Executive Paragraph 14 of this resolution unconditionally stipulates that the Board 'decides to keep this matter on its agenda for 10 years or until the Director-General issues the broader conclusion report regarding Iran, whichever is earlier.' Therefore, the relevant item on the IAEA agenda in this regard is automatically removed as of October 18, and no further action is needed."
