Instead, it accelerated confrontation. With that text blocked, Britain, France, and Germany have moved to trigger the “snapback” mechanism—a tool meant to automatically restore prior U.N. restrictions against Tehran. In Western capitals, snapback is framed as necessary pressure. Across the East and Global South, it is seen as coercion without consensus. Russia, China, Pakistan, Cuba, and others have already said openly they will not recognize its legitimacy.
