Iranian NGO Secretary-General Urges UN Chief to Act, Warns of “Breakdown of International Law”
Seyed Shahabeddin Tabatabai, Secretary-General of the Nedaye Iranian Party, an Iranian NGO, has issued a letter addressed to António Guterres, Secretary-General of the United Nations.

Tehran - BORNA - According to the statement, the letter, dated March 26, 2026, was sent from Tehran and addresses violations of international law and the United Nations Charter.

The letter by the party reads as follows:

Excellency, 

I write to you in the midst of a war that violates values and regulations the United Nations was created to uphold. On behalf of the Nedaye Iranian Political Party, I express my deep concerns not only regarding the invasion of the territory, population, and sovereignty of the Islamic Republic of Iran, but also to issue a serious warning about the destabilization of international legal systems and the alarming return to an era of barbarization. 

As you are fully aware, the Islamic Republic of Iran has been attacked for the second time by the United States and the Israeli regime, in clear contradiction of Article 2(4) of the UN Charter, while it was engaged in diplomatic talks with the United States based on goodwill and good offices mediated by the Sultanate of Oman in accordance with Article 33 of the UN Charter. These talks concerned Iran’s Peaceful Nuclear Program and issues previously resolved under the JCPOA and adopted in UNSC Resolution 2231. Furthermore, in violation of conventional norms governing military conflicts, our noble Supreme Leader and a group of high ranking commanders were directly targeted in the capital. 

The Israeli regime—recognized as an occupying entity under UNSC Resolution 242, not a state party to the NPT, and possessing hundreds of nuclear weapons—has claimed that Iran’s enrichment program (under the highest level of IAEA monitoring) constitutes a threat. In partnership with the United States, and without following the legal procedures required under Chapter VII of the UN Charter through the United Nations Security Council, it has initiated an illegal war. 

Regrettably, the IAEA Director General, whose responsibility is to act against proliferation and ensure nuclear safety measures, has aided the aggressors through unilateral reporting. It is worth noting that attacks on Iranian nuclear sites pose serious dangers under Articles 56 and 57 of the NPT Additional Protocol. 

Moreover, the aggressors have disregarded even the most evident rules of armed conflicts and in clear violation of the Geneva Conventions, the 1977 Additional Protocols, and UNSC Resolution 2286, have been targeting hospitals, medical facilities, medical teams, cities, and civilians on a daily basis. 

Cultural heritage sites, many of which are inscribed on the UNESCO World Heritage List, are also under threat. Strikes on the surrounding areas and protective frontages caused serious damage to these cultural heritage sites, in clear contradiction to the Second Protocol of the 1954 Hague Convention. Even the installation of the Blue Shield emblem has not prevented damage or attacks. 

In this war, the aggressors have demonstrated a disregard for political decorum, shamelessly declaring their capacity for various actions. The President of the United States openly stated that the U.S. may strike Iran’s Kharg Island again “just for fun.” Such statements demonstrate that the targeting of civilians—and above all the bombardment of Minab Elementary School—was intentional and carried out in an attempt to break a nation that has defended human culture and civilization for millennia, and whose people and soldiers have sacrificed their lives in the fight against terrorism. 

Mr. Secretary-General, I ask you to review once again the examples I have listed regarding the severe deviations from international law in the war against Iran. You swore on 12 December 2016 to defend the values and regulations of the United Nations. If you are unable to do so, resignation would be the honorable decision.
