Iran’s UN Envoy: Trump’s Infrastructure Threats Constitute War Crimes
The Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations, in separate letters to the Secretary-General and the President of the Security Council, condemned the recent threats by the President of the United States against our country’s infrastructure, describing these remarks as a direct incitement to terrorism and clear evidence of the intent to commit war crimes under international law.

Following previous correspondence regarding the warmongering statements of the President of the United States, which constitute a direct threat to the lives of civilians and vital infrastructure in the Islamic Republic of Iran, I hereby express deep concern regarding his recent public statements, which involve threats to destroy infrastructure essential for the survival of the civilian population, including power plants and bridges. On April 5, 2026, in a social media message, he openly declared his intent to destroy civilian infrastructure, stating: "Tuesday (April 7) will be Power Plant Day and Bridge Day; all targeted in one day such that there will be no such thing anymore!!!" Such statements constitute a direct incitement to terrorism and serve as clear evidence of the intent to commit war crimes under international law.

The deliberate targeting of civilians and civilian objects, including the destruction of infrastructure essential for the survival of the civilian population—such as power plants, energy facilities, and other vital civilian infrastructure—constitutes a war crime and represents a blatant act of state terrorism aimed at creating terror and inflicting severe harm on the civilian population. Even terrorist groups such as ISIS have been ashamed of making such reckless and horrific statements.

In view of the above, and considering the severe destruction, widespread harm to civilians, and catastrophic humanitarian consequences that will inevitably result from such deliberate and illegal actions—which are clear manifestations of war crimes—the Islamic Republic of Iran once again calls upon the UN Secretary-General, the Security Council, and all UN member states to fulfill their legal and moral obligations through the following actions:

Formally and decisively condemn these dangerous statements and threats by the President of the United States, which, if realized, would constitute heinous acts of war crimes and state terrorism, gross violations of international humanitarian law, and a blatant breach of all relevant Security Council resolutions regarding the protection of civilians and civilian infrastructure in armed conflicts;

Take immediate, decisive, and tangible actions to stop the ongoing criminal and barbaric acts of the United States of America and the Israeli regime, and ensure that all responsible persons, including the President of the United States and the Prime Minister of the Israeli regime, are held fully accountable under international law for deliberately pursuing policies that lead to the commission and directly cause the occurrence of war crimes and acts of state terrorism against civilians and civilian infrastructure in the Islamic Republic of Iran.

As has been consistently emphasized in previous correspondence, silence or inaction in the face of such flagrant violations seriously undermines the integrity of international law, erodes the foundations of the United Nations Charter, leads to the normalization of war crimes and human tragedies, and will embolden the aggressors, with consequences extending far beyond the region.
